This hybrid position requires 1 to 2 days of on-site work each week. Applicants must live within commuting distance of Washington, DC.
US Citizenship is required for this role. In addition, the selected applicant must submit to a government background investigation and be favorably adjudicated before their first day.
In this role, you will analyze business issues, define requirements, and perform administrative tasks to assist Project Managers in solving organizational information management issues that may require a technical solution. The Senior Business Analyst will work closely with Project Managers and end users to analyze, define, model, and document business and IT need requirements.
RESPONSIBILITIES:
- Collaborate with stakeholders, project managers, and clients to collect, document and understand business requirements and the related business cases, and use this information to develop a project plan, including project milestones, phases, and budget.
- Provide expertise in the analysis of both functional and non-functional requirements. This may include the systematic and hierarchical decomposition from high-level to detailed requirements and from functional to technical and operational requirements. Based on the needs of the project, requirements decomposition may use an Agile development framework, use case methodologies, Unified Modeling Language diagramming (also known as UML modeling), or other well-established, industry-standard techniques for decomposing the project’s needs.
- Ensure solutions that address functional and non-functional requirements conform to both ACF Tech-established and industry-accepted standards for performance quality, conformance, and mandates.
- Ensure all requirements are bi-directionally traceable — from business needs to technical implementation and vice-versa.
- Construct workflow charts and diagrams, study system capabilities, and write specifications.
- Assist the Project Delivery Team with Scheduling and Coordination of meetings.
- Manage project documentation, including meeting minutes, status reports, and change requests.
- Assist in the identification and management of project risks and issues, escalating them as needed.
- Create end-user documentation (e.g., user guides, process flow charts, training materials).
- Determine operational objectives, gather information, and evaluate output requirements and formats.
- Provides periodic reports and metrics to the Project Lead and government stakeholders.
- Conduct work assignments of increasing complexity, under moderate supervision with some latitude for independent judgment.
- Monitors project progress by tracking activity; resolving problems; publishing progress reports; recommending actions.
- Provide insight into project and portfolio progress by conducting data analysis and reporting of project metrics.
- Contributes to team effort by accomplishing related results as needed.
- Experience in reporting to and building rapport with program & project team members, stakeholders, and high-level government executives.

REQUIRED SKILLS AND EXPERIENCE:
- A minimum of 5 years of experience working as a Business Analyst.
- Must have a combination of excellent analytical skills and attention to detail.
- Possess excellent verbal and written communication skills.
- Ability to coordinate project meetings, track action items, and follow up with stakeholders to ensure progress.
- Interpersonal skills necessary to interact with an executive audience.
- Familiarity with project management methodologies (e.g., Agile, Waterfall) and tools (e.g., MS Project, Zendesk, Confluence, JIRA, or equivalent).
- Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Visio.
- Experience with government contracting and an understanding of government processes and procedures is desired
EDUCATION:
- BS degree in Business Administration or Computer Science required (or international equivalent) and 4+ years of relevant experience
