The primary objective of this fast paced project is to define functional and technical requirements for a new, modern, AI-enabled application user interface (UI) and analytic framework that will support data collection and analysis for a government agency. In this role, you will work with technical team members to plan out the tasks and timelines required to elicit, validate, and document requirements in the form of user stories, requirements traceability matrices, wireframes, and data models. Proven leadership ability and strong communication skills are a must for this role. The analyst will be expected to facilitate interviews and requirements gathering sessions with government stakeholders.

US Citizenship is required for this role. In addition, the selected applicant must have an Active Secret or Top Secret Clearance.
This is a hybrid position and will require attendance at in-person meetings in downtown DC several times a week. The selected applicant must live within commuting distance of Washington, D.C.
REQUIRED EXPERIENCE & SKILLS:
- At least five (5) years of overall experience, with a minimum of three (3) years experience serving as a Business Analyst on technical IT projects
- At least three (3) years experience working as a Business Analyst performing requirements gathering and acting as a liaison between stakeholders and technical team members
- Demonstrated experience leading requirements gathering sessions, analyzing business flows, and documenting user needs
- Experience working with and building rapport with program & project team members, stakeholders, and high level government executives
- Experience working with collaboration tools designed primarily for software development tools (e.g. Atlassian Confluence and Jira, etc.) to manage day to day activities of a development project team
- Strong written and verbal communication skills that translate well into requirements baselines that both technical experts and business owners can understand
- Proven ability to provide detailed, comprehensive, testable and traceable process components in a number of formats including, but not limited to Business Requirements, Functional Requirements, Data Requirements, Requirements Traceability Matrix (RTM), System Software Specifications, Personas, User Stories, Use Cases, etc.
- Demonstrated ability to develop a deep understanding of project needs through project management and business analysis techniques
- Understand Agile software development methodologies, values, and procedures
- Independent problem-solving skills, strong analytical abilities, creativity and a “helping others helps us all” personality
- Excellent time management and ability to juggle multiple tasks under strict deadlines
- Strong analytical and systems thinking skill set; ability to apply technical solutions to broad, complex problems
- Ability to talk to clients about technology with the understanding that clients are not themselves technologists, with the political savvy to know how to phrase issues to reassure rather than overwhelm clients
PREFERRED EXPERIENCE & SKILLS:
- Certified Scrum Master (CSM) or CAPM
- Experience establishing and complying with documentation standards and methods
- Experience developing, monitoring, and reporting on project schedule
EDUCATION:
- Bachelor’s degree preferred, preferably in Computer Science, Information Technology, or a related field. Experience may be substituted in absence of a degree.

Salary Range: $140,000 — $150,000/1099 employment available
