In anticipation of an upcoming award, we are seeking a Senior Business Analyst to join our team at a major Federal agency supporting their real estate IT infrastructure.
In this position, you will build and manage business process documentation and perform extensive requirements analysis. This role serves as the program’s lead requirements practitioner and business-to-technical liaison, responsible for gathering, structuring, documenting, and managing requirements across real estate functional domains, and for contributing to the documentation of TO-BE business processes in collaboration with program staff. This is a requirements analysis and liaison role requiring process documentation fluency and technical writing proficiency.

US Citizenship is required for this role. In addition, the selected applicant must submit to a government background investigation and be favorably adjudicated before their first day.
This is a primarily remote position but the selected applicant may have to come onsite to Washington, DC for occasional meetings. The selected candidate must live within commuting distance of Washington, D.C.
REQUIRED EXPERIENCE & SKILLS:
- Minimum 10 years of progressive experience as a requirements analyst, business analyst, or systems analyst on complex enterprise IT programs.
- In-depth knowledge of the requirements hierarchy: business, functional, and technical requirements, with the ability to translate between them for both business and technical audiences.
- Demonstrated track record of producing High-Level Business Requirements Documents (HLBRDs) or equivalent structured pre-acquisition requirements artifacts.
- Proven experience serving as a liaison between business stakeholders and IT delivery teams, translating operational needs into technically actionable specifications.
- Proven authorship of formal requirements artifacts including BRDs, FRS, Use Cases, and User Stories at a level of precision sufficient to drive system development.
- Demonstrated proficiency in technical writing, producing unambiguous and structured documentation.
- Meaningful experience with TO-BE business process documentation including workflow diagrams, swimlane models, and process narratives.
- Demonstrated experience supporting federal acquisition activities including RFP requirements development, fit-gap analysis, and vendor evaluation.
- Experience working at the intersection of real estate, facilities management, or property operations and enterprise IT.
- Demonstrated experience working within or directly supporting commercial, private sector, or non-governmental real estate organizations.
- Experience working with and building rapport with program & project team members, stakeholders, and high level government executives
- Strong written and verbal communication skills that translate well into requirements baselines that both technical experts and business owners can understand
- Independent problem-solving skills, strong analytical abilities, creativity and a “helping others helps us all” personality
- Excellent time management and ability to juggle multiple tasks under strict deadlines
- Strong analytical and systems thinking skill set; ability to apply technical solutions to broad, complex problems
- Ability to talk to clients about technology with the understanding that clients are not themselves technologists, with the political savvy to know how to phrase issues to reassure rather than overwhelm clients
PREFERRED EXPERIENCE & SKILLS:
- Familiarity with commercial real estate technology platforms such as IBM Tririga, Archibus, Planon, MRI Software, Yardi, VTS, CoStar, or comparable IWMS, CAFM, or lease administration systems.
- Experience with federal real estate programs, GSA/PBS operations, or government-owned and leased property management is a plus but is not required.
- Certifications such as CBAP, PMI-PBA, CCBA, Lean Six Sigma, SAFe POPM, or PMP.
- Experience working in Agile or SAFe delivery environments, including authoring and maintaining product backlogs.
- Familiarity with process improvement methodologies such as Lean, Six Sigma, or BPM.
- Familiarity with federal IT governance frameworks and structured requirements management approaches applicable to large-scale modernization programs.
- Demonstrated ability to apply structured requirements prioritization frameworks in requirements management and acquisition planning contexts.
EDUCATION:
- Bachelor’s degree in Business Administration, Information Systems, Industrial Engineering, Real Estate, or a related field. Master’s degree preferred.

Salary Range: $130,000 — $145,000
